DND-Commissionaires Return to Work Memorandum of Understanding

Backgrounder

  • Commissionaires is Canada’s premier security services provider—managed by veterans for veterans.  
  • Commissionaires’ social mandate is to create meaningful and rewarding employment opportunities for former members of the Canadian Forces (CF) and RCMP, and other like-minded citizens who share a passion to contribute to the security and well-being of Canadians. We offer a unique blend of youthful energy and seasoned judgment enriched by the high proportion of military and RCMP ex-members in our ranks.
  • Both Commissionaires and the CF share a mutual interest in ensuring ex-members of the CF and Reserve—including physically or psychologically injured personnel—have the best possible working-life outcome. This mutual interest is the basis for a Memorandum of Understanding (MOU) between Commissionaires, the Department of National Defence (DND) and the CF, which was signed on 1 November 2010.  
  • The MOU outlines a joint commitment by all participants to coordinate and facilitate a Return to Work (RTW) program across Canada—one that is personally and individually tailored to the needs of current and former CF and Reserve personnel who are physically or psychologically injured. This program equally applies to the families of injured or deceased CF or Reserve personnel.  
  • The objectives of the MOU are for Commissionaires to employ selected injured CF members who are participating in the RTW Program, and members of the CF who are transitioning to civilian life and who wish assistance seeking employment opportunities.
  • The MOU applies to all CF personnel who are involved in program delivery for Return to Work (RTW), Transition Assistance Program (TAP), Vocational Rehabilitation Program for Serving Members (VRPSM), and Second Career Assistance Network (SCAN), or who are involved in the release process at the base/station or equivalent level, and to all 17 Commissionaires divisions located across Canada.
  • The MOU calls for a Joint Personnel Support Unit (JPSU) to be created that provides standardized, high-quality and consistent personal and administrative support to all Regular Force and Reserve Force personnel and veterans and their families—regardless of environment or location.  
  • Although Commissionaires’ social mandate is already focused on providing meaningful employment opportunities to veterans, soldiers and their families—this has been its raison d’être and driving strength since 1925—the intent of the MOU is to build upon what is already working very well. Through this MOU, Commissionaires is strengthening its ties with DND and the CF to assist soldiers and veterans during all phases of recovery, rehabilitation, and reintegration—whether they return to active military service or transition to civilian life following release.  
  • As a premier national security provider protecting people, property, assets and information, Commissionaires offers a broad spectrum of services which translates into many varied and interesting employment opportunities for their 20,000 members many of whom are ex-members of CF and RCMP.
